continuing the investigation of microwatt-libresoc comparisons i believe i
have fixed mfocr mtocrf, and found another bug where OE handling does not
include SO in CR0 correctly.

there is additional oddness surrounding SO that i am, realistically, going
to have to add *another* read register to the DMI interface to fix: getting
XER.

this effectively means actually executing the same code from the SPR
pipeline, to construct it properly.

for now i think i will hack it and only cover the XER.so/ca/ov flags.
