Plan D: adapt Staf's FlexLib to use the Skywater 130nm PDK, then make some
(reasonable) assumptions similar to Plans A or B based on (reasonable but
to-be-verified) assumptions that things will scale

of course if the target *is* Skywater 130nm then no A/B compromises need to be
made.

going to a larger geometry (180nm) my intuition expects that scaling up the
Skywater 130nm PDK would be fine, however to a smaller one (110nm or below)
would be a different story.
