this bugreport is for the discussion of Compressed 16-bit encoding.

please can you move anything not related to 16-bit Compressed encodings to
the relevant bugreport.  we need to be quite strict about this because these
are complex discussions that will get extremely long otherwise, and we won't be
able to find anything.
