jean-paul, reminder, staf would like to go through the submission process to
IMEC, before submitting the invoice.

test_issuer *will* work, with the following instructions:

* apply the patch at https://gitlab.lip6.fr/vlsi-eda/coriolis/-/issues/29
* git checkout full_core_ls180_prerun (it's a tag)
* cd experiments9
* edit coriolis2/ioring.py enable # core option (big, time-consuming)
       'core.size'       : ( l(28000), l(28000) ),
       'chip.size'       : ( l(30200), l(30200) ),
* run ./build_full_core.sh

i am just verifying that, now.
