the changes committed to the libreriscv submodule weren't pushed to the
upstream libreriscv.git repo. Git puts only the commit hash for the submodule
in the parent repo, so, since no one else has the commit with that hash, we
can't see your changes.

You need to ensure commit 9fe303b064624df441a038f4853dd2954c506df7 is pushed to
libreriscv.git
