hiya jacob, i have no idea what i'm doing, i'm just floundering around
trying different random changes.  can you take a look, i've set two
values hard-coded in "ieee754/fpcommon/test/fpmux.py"

                op1 = 0x3c00
                op2 = 0x3e00
                vals.append((op1, op2,))

the "right" answer is generated except the guard bit is not set so
it's not rounding up.
