there was a link already mentioned about rust: i removed the duplicate.
i want all mention of rust to be kept to the absolute bare minimum.

links need to be converted to show the actual URL as text, because
in a Specification it will be expected that the URLs be readable
rather than as an embedded hyperlink.  normally "<ref>" would be used
or i mean \ref but that *may* be beyond the capability of pandoc,
then again it might be a surprise to find it's possible.
