[Libre-soc-isa] MOU for OPF ISA WG Grant 2022-08-051

this i believe is ready to submit, for signing the MoU, any
questions or comments before this goes in, now is the time.

context: not ONE single one of the instructions to be submitted
is up for major redesign rework alterations or removal except
in clear exceptionally justified circumstances.

the *entirety* of the 2022-08-051 Grant is targetted specifically
and exclusively at getting instructions into RFCs and submitted
through the OPF ISA WG Process.

therefore please - and i am specifically spelling this out for
you jacob - please DO NOT raise additional instructions, propose
modifications to this set of instructions, or otherwise add to
an absolutely massive workload that would normally be covered
by dozens of people across a huge number of specialist ISA
Working Groups.

there have been *some* instructions planned for over six months,
these are exceptions, and they are very much NOT part of
2022-08-051, but are part of the "ongoing" grant with a far
smaller budget. examples include the 2D DCT REMAP and the integer
DCT/FFT butterfly instructions.

there is a hell of a lot to get done, here, and it needs to get
done promptly and quietly with the minimum of fuss.
