removed fpr byte swaps since tbe ISA WG likely will reject them.

imho to address luke's concern that there are too many insns at once, i still
think we should submit fcvt* as a separate RFC from fmv*. imho we should submit
fcvt* first since it has a stronger use case.

the RFCs still need to wait on luke's reviewing the new naming scheme and
deciding if he wants to reject it like markos and I did.
