i meant has VSX *elements* got minw. answer is no. section 6.9.2
p379 Public v3.1. i am tempted
to suggest that programmers may use extsw and then the full
64-bit min/max.
adding functionality that no other ISA has is risky, it means we have
no historic or technical justification.
