the shuffle is now complete but i am running into limitations
of CR-based EXTRA3 encoding, i can't fit 3 vectors at CR0 CR4
CR8 CR12 CR16 boundaries without adding CR fields CR8 to CR127
first.

i am therefore going to hack something which fills the top
32 bit to extend CR0-CR7 to CR0-CR15 as this is less work
than adding 7 more 64-bit SV CR Fields.

either that or i will limit the unit test to
*CR0 &= *CR0 ^ *CR0 or perhaps do scalar-vector, have to see.
