There are other difficulties on this road. Secondary sanctions for
these banks, need to have a citizenship, visiting that "neutral"
country, sometimes even on a regular basis, etc.
Alternative payment systems also have their own restrictions. I doubt
NLnet can issue payments to UnionPay or especially Mir.
Long story short, it's difficult, problematic and likely will bring an
unhealthy reaction from the tax office.
