[Libre-soc-dev] Changing Decred address

I'm changing Libre-SOC's Decred address since the old address is
effectively no longer usable due to being on an exchange that I can't
use anymore (I can probably still retrieve any mistaken payments, but
it's a total pain in the butt, it took me >24h and contacting customer
support to get the withdrawal to work). The new address is a wallet
that I'm managing so we hopefully don't run into this issue again.
