i added a bit more to budget_sync.py so that it displays two
important extra pieces of information:

1) a list of any bugreports *not* submitted by anyone entitled to it
2) a hierarchical list of all bugs with the full dependency tree

the idea for (2) is to do a "running total" and also show non-submitted usernames.

there is only EUR 275 to track down which is allocated to a bug with zero payees.  it should be possible to use budgetsync to find it.
