How about this commit that merely reserves SVi's msb, but leaves fields and
everything else unchanged from luke's changes?

As luke insists on not mentioning any of the proposed future extensions, I
left it at "future extensions" with no elaboration. I did add a
justification for reserving it and trapping: software emulation of future
extensions.
