[Libre-soc-dev] installing power-instruction-analyzer on powerpc64le

Lkcl asked me to try to install on the Talos to help ghostmansd
(iirc), I ran into no issues when I tried to install in a venv using
pia-install.

Lkcl, I'm getting permission denied when trying to upload a file via
sftp to https://ftp.libre-soc.org/power-instruction-analyzer/ , it
works just fine when uploading into the parent dir.
