[Libre-soc-dev] server overload at 23:30 UTC last night

someone was attempting to use the "snapshot tgz archive" buttons on the
gitweb instance, attempting to download multiple multi-gigabyte archives.
on failure of each of these due to timeouts (because they took up the
entire computing resource of the entire server) they continued to click
them multiple times.

because of this, everyone else saw 503 "resource unavailable" messages
from nginx basically making the entire server unusable.

i immediately banned the IP address and then investigated how to switch
off gitweb snapshots.  i'll leave the IP address banned unless i hear that
someone is unable to use the libre-soc.org server.

please if you use this server do not do things that cause it to overload,
and if you find that it overloads please realise that you are causing it,
and stop doing whatever it is that you're doing, otherwise it prevents
absolutely everybody else from being able to get anything done.
