* answered Andrey for where JTAG Boundary Scan unit tests are
* reviewed OP_TERNARY and spotted design bug in CR ops (not using Array)
* created enhancement issue for Jean-Paul of ad-hoc clock tree idea for PHYs
* fixed bug in decode_regspec_write where XER write was not being noted
* added the complex case for optional ALU not writing to regfile when
it is allowed to
* added unit test and option to TestIssuer for overlapping hazards
(DIV followed by ADD)
* now designing a read-bitvector detection to find out if register
conflicts occur
