[Libre-soc-dev] cocotb cosimulation pre and post route

staf and i have been doing cocotb setup for pre and post routing
simulation.  post is done by taking the VHDL modified subset, including the
cell library VHDL, and giving it to ghdl in cocotb.

the idea is to run the exact same JTAG tests twice.
