[Libre-soc-dev] Coloquinte legalizer failure

Just a quick contribution. I think that after tape-out, we should redact
a comprehensive document about what is NDA covered, what is not, and
the whole chain of consequences. To see what people can do, where are
the "brigdes" and so on... So everybody can know what he can expect.
