actually alexander do you want to see what the numbers look like for just 10bit?

it excludes the immediates ops, kills them stone dead, but that can be
revisited and there would be two options:

1) use two opcodes and add an 11th bit, doubling the space, where some
immed ops can be added

2) use 1 opcode and shift everything over 1 by bit.

either way some stats will tell us if it's worth pursuing a "FSM-less"
version of Compressed.
