Had a short look at the source code of budget-sync.

Earlier this year I worked on https://bugs.libre-soc.org/show_bug.cgi?id=178,
now I plan to make a payment request for my 200 EUR. I remember this had to be made via
email, there is no Bugzilla from for this. When I made my last payment request one year
ago the budget-sync tool did not exist yet. Is there any documentation how to request 
payments from NLnet.
