TestIssuer currently implements simple SVP64 Vector looping,
but it does not yet implement elwidth overrides, or the REMAP
subsystem, or Saturation and other advanced features. There
is a lot to do here so it needs doing in stages.  Also related
will be the Simulator and Unit tests: adding elwidth overrides
unit tests (to be done under bug #952) is itself a huge task
as every existing 64-bit unit test now needs to be joined by 8-bit,
16-bit and 32-bit tests. This bugreport covers just the HDL
implementation side, but will still cross-over (be related to, share)
the unit tests.
