as in, rather than:

s = SimdSignal(...)
Cat(Const(...), s)

it would be e.g.:
s = SimdSignal(...)
c = SimdSignal(...)
comb += c.eq(Const(...))
Cat(c, s)

which "avoids" the problem that i think might turn out
to be unique to Cat()
