you have jumped far too far ahead, by reading too much documentation that is
not in the least bit relevant, instead of asking.
you should have said, here on this bugreport, "today i am reading document X,
looking for Y".
i could have then guided you rather than you wasting hundreds of hours of
precious time.

what we are doing is so basic and so low level (at the JTAG level ONLY) that
everything else is COMPLETELY IRRELEVANT.
the task is, was, shall be and remains to be to simply get the stlinkv2 to
recognise the JTAG Interface by sending an IDCODE and executing .swf files
once that is successful.
that is what is in the README and that is all that is, was, and shall be
required.
if you had asked for clarification it would have been possible to reinforce
that and clarify it *weeks* agob
