first step completed: stlinkv2 recognised.

second step is to work out what the equivalent "jtag newtap" command
is to send a tap IDCODE and set it up with the right IR length (4)
however that's where "actual interaction" takes place to the ECP5
in order to get responses back, and confirm whether this is working.
this command however confirms, through debug logs, that it is successfully
interacting with the stlinkv2 and that it is doing so in JTAG mode:
openocd -d -f openocd_stlinkv2.cfg
