this is the 16-bit Compressed bugreport.  48-bit encodings are appropriate to
discuss under the 16/32/48/64-bit encoding bugreport.

please can we keep the discussion under the Compressed bugreport to
16-bit Compressed, specifically right now the v1 encoding and making sure that
it is understood.
