I turned on attachment emails at
https://bugs.libre-soc.org/userprefs.cgi?tab=email for the mailing list,
didn't seem to help.

I also turned it on for other changes since it seemed like a good idea to
get notified when anyone changes how much money is assigned to a bug, since
anyone can sign up and start changing things.
